  Equality of Educational Opportunity: Comparing Turkey with OECD Countries An essential dimension of social justice is equality in educational opportunity. Equal educational opportunity means equality in being able to access to the sources and making use of them (Tan, 1987). In another words, giving the opportunity of access to education to individuals regardless of race, color, age, ethnic srcin, sex, ability or socioeconomic class, or ability. Briefly, the rules of the game should be equal for all as itself. Providing equal educational opportunity and making education a part of the social structure are the responsibilities of the social state (Aydin, Sarier and Uysal, 2012). When we look to the reports of international exams like PISA and TIMMS, we see that Turkey’s  policies on providing equal educational opportunities have some deficiencies. According to the Social Justice Index (OECD, 2011), Turkey ranks at the bottom of the 31 OECD member countries in providing equal educational opportunities. On the other hand TIMMS National Evaluation Report highlights that socioeconomic level is the most effective factor in determining the math success and there is too much variation of success between the socioeconomic levels in Turkey (Yuce, Karadag and Turan, 2013). The aim of this study is to discuss the equal educational opportunities in Turkey. In this context, related researches and international comparison studies are analyzed in terms of equal educational opportunities. Key words: Social justice, equality of educational opportunity
